This is a Buddhist bodhisattva named Kannon, the Goddess of Mercy (or compassion). SHE is also considered a HE. It's a fairly common Buddhist figure and the name can also mean "innate insight." There's a reference/poem to her in the Lotus Sutra that goes:

"She observes all beings with compassionate eyes;
The ocean of longevity and happiness is boundless."
